More flexible free shipping
Right now, free shipping is conditioned by either a coupon, or a minimum amount - can't be both. And when activating the coupon-conditioned free shipping, the minimum amount is not used anymore.
The use case I'm looking for:
- have the minimum amount linking to free shipping all the time
- in addition, for short period of time, enable a coupon that provides free shipping whatever the amount is.
Additionally, when using a discount coupon, it is displayed in the cart and checkout page so users can remove it. A coupon providing free shipping is not shown, so can't be removed.

We use https://wordpress.org/plugins/woocommerce-advanced-free-shipping/ for this, and it's working very well for us.
Free shipping should also be selectable by state, region, country, etc. In our case, we only offer free shipping to the continental USA, not AK or HI. The only way currently to configure this is to purchase an expensive table rate shipping add-on.

I want to be able to offer free shipping to those who have requested a free sample product from me. Right now, I have people selecting free shipping on hundred dollar orders and it was only meant for people trying to test my product with my free sample.
I just want someone to add a "Maximum" range to the "Minimum" range that allows for the "Free Shipping" option to appear. I would then set both of these ranges to 0 in my case. But others could set it for whatever they like. Your thoughts...anyone????
This would be incredibly useful. Right now, if I have free shipping enabled, it gives users options to select it even though they haven't gone above the minimum amount to qualify for free shipping. Therefore I won't be able to offer free shipping.
