Allow sending manual emails based on order status

After a while we end up with a long list of “pending payment” and/or “on hold” orders, covering a several month period of time. There should be a way to send a followup email to just that group of orders/people. After a long discussion with techsupport, I had to buy a third-party extension to do only that.
