Disable FedEx shipping options (except SmartPost) if the shipping address is a P.O. Box

I've had a couple recent orders where I have to contact the customer to provide a street address because the shipping address was to a P.O. Box. Not sure why this is allowed since FedEx cannot deliver to a P.O. Box (except SmartPost, because it's delivered by USPS).
